What is causing this film and what can I do about it?

Mommiedearest asked: I have a tabletop waterfall made by Thomas Kinkade. I have been using both well and spring water and keep getting this white film on top of the water. It does not affect the flow of the water. Any suggestions on what to do to keep it from happening ?Website content
